PRAYER FOCUS: Most Sinful & Dirtiest Cities in SBC

WalletHub wrote an article entitled "Most Sinful Cities in America in 2026". They compared 182 cities using 7 major categories broken down by 38 indicators for illicit behavior. Four of the cities are in San Bernardino County: San Bernardino, Ontario, Rancho Cucamonga and Fontana. Let's seek an awakening of God's people to pray, seek His face, unite in intercession and repentance on behalf of these sins. Let's believe for revival of lives transformed by the Holy Spirit which reform cities.

Then if my people who are called by my name will humble themselves and pray and seek my face and turn from their wicked ways, I will hear from heaven and will forgive their sins and restore their land - 2 Chronicles 7:14
  • Trash takes center stage when thinking about a city being dirty.  In the category infrastructure SBC cities didn’t rank too poorly: Fontana went down to 194 from 189; Ontario went up to 201 from 206; Victorville went down to 202 from 200; San Bernardino went up to 206 from 207; Rancho Cucamonga went down to 242 from 227 and Apple Valley down to 247 from 224.  This category is measured by tons of waste in landfills per 100K residents; number of refuse/recycling collectors per 100K residents; Alternative-Fuel Stations per 100K Residents and number of Junk Yards.

  • Tons of Waste in Landfills per 100K Residents & Rating of State Waste Regulations and Measures; #1 highest waste in CA over 50% 1,172,625; #2 is LA at 736K; San Bernardino Solid Waste Management Division (SWMD) is responsible for the operation and management of the solid waste disposal system for the largest county in the United States.  Our disposal system consists of five regional landfills  and nine transfer stations.

  • Refuse and Recycling Collectors per 100K Residents: 160 facilities; 72 closed; 1 clean closed; 3 inactive; 3 planned; 81 active [42 have notifications to fix something not up to code]

  • Alternative-Fuel Stations per 100K Residents: 5th place for clean vehicle rebates; 385 in SBC; Fontana 16; Ontario 44; Rancho Cucamonga 24; San Bernardino 54

  • No. of Junk Yards: in SBC there are 193 junk yards

  • In the category consumer satisfaction, rankings were as follows reminder 303 US cities/64 CA cities analyzed: San Bernardino 1 in US/CA for worst; Ontario 13 same as last year; Fontana 40 was 42 last year; Victorville 59 was 61; Apple Valley 295 was 299; Rancho Cucamonga stayed at 299.

San Bernardino moved up to 52 last year 56; Fontana moved up to 55 last year 59; Ontario moved down to 60 last year 52; Rancho Cucamonga moved down to 65 last year 64; Victorville moved up to 85 last year 116; Apple Valley moved up to 104 last year 118.  San Francisco, Santa Monica, Long Beach, Berkely and Santa Ana were top 5 worst for living conditions in CA. Top 5 worst in the US were New York, Jersey City, San Francisco, Detroit and Cambridge. Population Density (Residents per Square Mile) - SBC has a population density of 109 people per square mile as of 2025. San Bernardino County, California, is the largest county in the state by land area, covering 20,068.2 square miles of land. As of 2026, the county has a population of 2,197,104 residents 

Share of Overcrowded Homes - SBC has one of the highest residential overcrowding rates in CA, ranking 9th out of 58 counties and vs 7% statewide and 3.5% nationally. About 8.9% of residential units are overcrowded — more than one person per room. A 1% reduction in overcrowded homes could improve education attainment, reduce income inequality, and lower poverty rates countywide. One in 10 SoCal homes overcrowded in the IE.

Unsheltered Homeless Rate – SBC had 3,837 homeless in 2025 ; 1,201 sheltered, 2,636 unsheltered compared to 2024 – a 14% decrease. Cities account for 80% of the homeless sheltered, transitional housing and unsheltered totals. Barstow [96 increased] , Colton [178 decreased], Fontana [364 increased], Ontario [297 increased], Rancho Cucamonga [120 increased] Redlands [146 increased], San Bernardino [1,535 increased], and Victorville [445 increased].

  • Lawn Starter studied 303 of the most populated US cities to rank which made up the dirtiest based on 4 categories: pollution, living conditions, infrastructure, and consumer satisfaction.  Six of the cities in San Bernardino County were reviewed San Bernardino, Ontario, Fontana, Victorville, Apple Valley & Rancho Cucamonga.  Sadly, San Bernardino city ranked NUMBER 1 out of 303 cities as the dirtiest based on all four categories which is was last year as well.  Why?  “California cities in the Inland Empire, like San Bernardino, tie with the worst median air quality. The shipping industry is exploding in this region, with a freight corridor boasting over 4,000 warehouses and nearly 600,000 diesel-fueled trucks driving through the Inland Empire on a daily basis. Ontario ranked 5 same as last year; Fontana 19 up from 23; Victorville 30 up from 31; Rancho Cucamonga 121 up from 160 and Apple Valley 134 up from 172.  San Bernardino & Fontana are in the top 10. 

  • Prayer points: County Supervisors who sit on the South Coast AQMD is the regulatory agency responsible for improving air quality; leaders on the Water districts: SBMWD serves San Bernardino & unincorporated cities; each major city has its own water district/leaders; officials overseeing Greenhouse/Gas emissions; more ways to help commuters spend less time, fuel and money commuting; smokers decrease.

  • For the four cities analyzed here are their percentages: Assault – San Bernardino 3.6%; Ontario 2.9%; Fontana 2.2 & RC 1.9. Robbery – SB 1.3%; Ontario .93%; Fontana & RC .77%. Rape – Ontario .47%; RC .46%; SB .45%; Fontana .42%. Murder – SB .096%; Fontana .06%; Ontario .05%; RC .03%.

  • Rape [nonconsensual sexual penetration, classified as one of the most serious felonies under both federal and state law]– above .5% Cedar Glen, Green Valley Lake, Cedarpines Park, Big Bear City, Blue Jay, Big Bear Lake, Lake Arrowhead, Skyforest, Running Springs, Arrowbear, Wrightwood, Sugarloaf, Crestline, Oro Grande, Lucerne Valley, Hinkley, Fort Irwin, Mentone, Pinon Hills.

  • Animal Cruelty [causing harm to an animal whether by purposeful action or neglect] – from .05 to .045% Oro Grande, Amboy, Cima, Ivanpah, Mountain Pass, Nipton, Baker, Kelso, Cadiz, Essex, Fenner, Goffs, Newberry Springs

  • Anger & Hatred – indicators used in this category include Violent Crimes per 1K residents; Sex Offenders per Capita; Aggravated Assault Offenses Known to Law Enforcement per 1K Residents; Bullying Rate; Hate-Crime Incidents per Capita; Hate Groups per Capita; Deaths due to Firearms per Capita; Number of Mass Shootings; Presence of Terrorist Attacks. San Bernadino ranked 20 last year 24; 2nd  worst in California behind Oakland.  Ontario moved up to 115 from 124; Rancho Cucamonga moved one to 141 from 142 and  Fontana stayed at 163.  Violent crimes include assault, robbery, rape and murder.  San Bernardino had the highest of the 4 for Assault, Robbery & Murder and Ontario had the highest for rape. Let’s pray they will decrease over the next year. 

  • Prayer points: Crime decreases; crime grade improves, less violence, less property crime & lower drug crimes; gangs divide & decrease; Central Detention Center, San Bernardino City Jail, Central Valley Juvenile Detention & Assessment Center; Operation Consequences; public safety, Criminals, Prisons reformation by the transforming Gospel, deliverance from gangs & addictions.

So the percentage can be higher due to population ratio.   • Of the four cities analyzed for jealousy – San Bernardino 17.4% theft; Ontario 15%; Fontana 13.7% and RC 12.5%. Vehicle Theft – Ontario & San Bernardino 6.2%; RC 5.4%; Fontana 4.4%. Burglary – San Bernardino 3.8%; Ontario 3.3%; Fontana 2.4%; RC 2.1%. Vandalism – San Bernardino 3%; Ontario & Fontana 2.4%; RC 2.2%. ID Theft – Ontario .36%; Fontana, RC & San Bernardino .3%.

Monday, June 22nd - Jealousy Indicators

  • WalletHub analyzed thefts per 1K residents; Identity theft per capita; fraud and other complaints per capita.  In the last 3 years all four cities got worse.  San Bernardino worsened by going up from 84 last year to 69 this year. Ontario moved up from 120 last year to 103. Rancho Cucamonga was 129 now is 110. Fontana ranked 150 in 2024 and went up to 130. We need to pray and cover these communities and their surrounding cities. A hedge of protection from anyone moving to our county with wrong intentions. [Ps. 91] Intercession for those in gangs, cartel and terrorist groups.

  • Good news & Prayer need: Several new operations took place to work on these crimes. Operation Grizzly a multi-agency operation targeting people in violation of parole, Fentanyl and money seized after investigation in Rancho Cucamonga, Four Colombian nationals were arrested for their alleged roles in an organized residential burglary crew that targeted homes across Southern California; Over 70 arrested, dozens of firearms seized in Southern California crime suppression operation; “Operation Firewall” leads to 101 arrests for child exploitation across San Bernardino County; Inland Empire Operation Volcano Nets 42 Arrests in a yearlong crackdown on online child sexual exploitation across the Inland Empire has ended with 42 arrests, wrapping up an expansive investigation into people accused of trading child sexual abuse material. This is just a few in the past months. 

  • Prayer points: Crime rates go down in all stealing categories in each city; outreaches that address stealing; sentences for thieves to work & payback what they stole to the victims; more graffiti laws in each community; citizens vote to ensure vandals fix, pay for, or paint over damaged items; task forces to find vehicles faster esp. for those selling parts for more evil; greater education for cybercrime preventions, more cyber PI experts to identify criminals; where there are no city council, county supervisors create teams to address the problems & prevention in the smaller cities

  • What causes a person to use a tanning salon or get plastic surgery? Not always is it for vanity reasons; some people need plastic surgery due to scars, diseases, burns or car accident injuries.  Vanity was the next category they studied by measuring # tanning salons and search interest for the top 5 plastic surgeries.  Los Angeles & San Diego ranked #1 and 2 out of the 182 cities researched.  San Bernardino moved down to 151 was 140 last year; RC moved up to 115 moved from last year 118, Ontario went down one to 160 last year 159; Fontana went down to 153 last year 146. 

  • Prayer needed: UCLA Health offers comprehensive Gender Health Program; Cedars-Sinai Medical Center features Transgender Surgery & Gender Health programs; Keck Medicine of USC offers holistic, multidisciplinary gender-affirming care; Scripps Health provides surgical procedures for transgender and nonbinary individuals. Praise report: Accessing gender-affirming surgery or medical interventions as a minor (under 19) in California has become highly restricted. Major healthcare providers, including Kaiser Permanente, Stanford Medicine, and Rady Children's Hospital, have paused medical treatments and surgical procedures for minors, citing federal pressures and evolving legal policies.

  • Prayer points: People will be filled with an awe and reverence from the Lord, the fear of the Lord would be honored more than outward appearance, people would see their value in God more than in how they look, tanning salon owners/workers required to notify clients of potential harm from tanning beds i.e. cancer, premature aging, immune system compromised; plastic surgeons not push unnecessary/costly procedures; laws to protect minors from getting reassignment surgery; education of health issues on the surgery, exposure & expelled if done solely for the money, laws passed it can’t be done as a minor, more teachings on beauty skin deep by families and churches.

  • About Tinder – most popular online dating app that finds singles who live locally; reputation as a hook up app, shows pictures profiles that you swipe right if you like, left if not interested.  Requires a picture and short blurb about yourself including relationship goals. Most used by age 52% 18-29; 38% 30-49; 10% 50+.  The teen birth rate continues to drop as with the state and national averages. For SBC it is now 12.4/1000 in 2024 and to 4.5/1000 for those 15-17 years old. 

  • Prayer Needed: California Planned Parenthoods 2024-25 statistics report. In it they say, Sexually Transmitted Infection [STI] Testing increased 30% last year. They tested 550,517 times and aborted 17, 315 babies. Additionally, they went to Sacramento to solicit help from legislators who helped to pass AB 2085—a bill that prohibits municipal interference in the development of new reproductive health care.   • Prayer points: People review apps for safety features before using, Christians pray before using an online dating app, higher standards required when using the apps [i.e. conservative pictures, nothing abusive, aggressive, immoral allowed in conversations]; apps used for sexual immorality would diminish in use; people delivered from sexual addictions, revival among those developing, promoting & using the apps, teen births continues to decrease in rate; abortions among teens decrease, more education on the option to adopt; increase promotion of abstinence before marriage at home, in school and at church.

  • San Bernardino [SB] ranked 101 down from 99; Rancho Cucamonga [RC] ranked 106, up one from last year 107; Ontario ranked 140 stayed the same as last year, Fontana ranked 145, down from 141 last year!  Indicators by reviewing number of Adult Entertainment establishments per capita including escort services, gentlemen’s clubs, etc. Erotic/Burlesque events per capita. Measures search interest for online XXX adult entertainment in the county.

  • Prayer points: Less adult entertainment establishments replaced with a healthy business; people who own will get saved & change the business; people attending these place on ground or online will be convicted and delivered and set free; those who are victims from sex trafficking will be found, counseled, healed, released and find new edifying work, those who succumb to this work for the money will see its long term damage to multitudes; perpetrators get harsher penalties more than the prostituted.

Prayer points: Increase in grad rates, decrease in drop outs, ways to help students stay in school and be motivated, more intervention for those who drop out with disabilities; more parents take an active role in child’s education, those 16-24 able to find jobs and better work ethics, more teachings, Bible studies, family discussions on the benefits of working versus being lazy, break the stronghold of entitlement, pride and arrogance, more understanding of God’s love vs selfishness.

  • High School Dropout Rate: In SBC 2.6% dropped out county wide; San Bernardino 2.6%; Ontario 2.6%; Rancho Cucamonga 1.6%; Fontana 1.5%; Worst in county is Trona Joint Unified at 58.5%; Victor Valley Union High at 5.9%; Barstow Unified at 3.4%; Lucerne Valley Unified 3.1%.

  • Disconnected Youth (16-24) Rate [not in school nor working] by city:

    • San Bernardino unemployed 16.7%; No diploma 27%; 31% HS grad; 27% some college; 14% college degree.

  • Prayer points: More people would volunteer at churches, see its importance and value to the body of Christ; more education on why helping others benefits health emotionally, spiritually and mentally; increase in volunteers for good causes; opportunities to build relationships with people outside their comfort zone; the kindness, sacrifice and love displayed would improve communities, volunteers touted more in ads, movies, shows; church volunteers see it as every member being part of a family and all are needed; TV filters used; people would monitor what and how much they watch, is it redeeming the time.

  • Share of Adults Not Exercising: SBC has a countywide campaign called Vision 2BActive; educating and encouraging people to increase their physical activity.  In a typical week, youths 5-17 should be physically active at least 60 minutes/day; adults 30 moderate daily 5 days/week.  Currently 34% of youths meet the goal and only 23.5% adults.   Facts: 75% of SBC residents live within 1 mile of a local park, 5 miles from a regional, state or federal park. Average Weekly Hours Worked: National average is 34.6 hours/week; SBC averaged 35.5 for the last 12 months.  Found average commuter time/week by city: San Bernardino [28.9 hrs]; Fontana [34 hrs]; Ontario [31.5]; Rancho Cucamonga [32.2]. 

  • Prayer points: more adults to exercise the minimum 30 minutes/day, motivate others to do the same including their family, address obesity and need to treat our temples well from home, church and studies, people would take up the 2Bactive challenge that SBC provides, people will walk more; use stairways, see the benefits, commuting time would lessen; more jobs available closer to their homes or move closer to jobs; teachings on how to balance work, family and body care; parks, trails, would be used more and safe.

  • Obesity - In 2024, 32.3% of adults in SBC were overweight and 36.5% were obese. Statewide, the proportion of adults who are overweight (33.0%) is slightly higher than in San Bernardino County, while the statewide rate of obesity (27.8%) is approximately nine percentage points lower than the San Bernardino County rate. In the past 10 years, from 2015 to 2024, there has been an increase in the proportion of San Bernardino County adults with obesity, while the percentage of overweight adults appears to be trending downward.   • Fast Food - There are 1,050 Fast Food Restaurants serving 2,121,220; that’s 1 per 2,020 people & 1 per 19 sq. miles. Top cities with most: Ontario 132; San Bernardino 99; Rancho Cucamonga 96; Fontana 95. 

  • Caffeine - Share of Adult Coffee Drinkers - how much is too much consumption in a day? More than 4 cups brewed coffee, 10 cans of cola or two "energy shot" drinks.

  • Prayer points - all these statistics improve with less people overweight/obese; less fast-food establishments and more healthy options, moderation in coffee drinking no matter what form it’s taken. Scriptures: 1 Corinthians 10:31: "So whether you eat or drink or whatever you do, do it all for the glory of God." Proverbs 25:16: "If you find honey, eat just enough—too much of it, and you will vomit."

  • The next 2 indicators of a sinful city’s excesses and vices are smoking and debt-to-income ratios which demonstrate a poverty rate.  Smoking cigarettes in California declined among adults in the last 5 years but increased in the number of youths who used other vices like hookah, e-cigarettes & vaping machines.  In our county, Adult Smokers are 13% in SBC [increased by 2%]; CA avg 9%; US avg 15%, 18% high school students used e-cigarettes/vaping machine 1/x daily.   

  • The average poverty rate in CA is 17.7%.  Nineteen cities in San Bernardino County are above 17.7% which is 11 less than last year praise the Lord! Those above 17.7% include the following from highest down: Daggett; Hinkley; Needles, Baker, Homestead Valley, Muscoy, Cedar Glen, Morongo Valley, Trona, Sugarloaf, Searles Valley, Barstow, Joshua Tree, Big Rivers, Landers, Pinon Hills, Victorville and Montclair. All four cities reviewed for excesses and vices in SBC went down in poverty levels!! - 9.92% Fontana; 12.4% Ontario; 18.6% San Bernardino; 8.01% Rancho Cucamonga.

  • Prayer points: Continued education on the harms of smoking; more education on vaping to youth; decrease in number of adults/youth who smoke any type; churches find creative ways to not only feed the poor, but also help them learn how to manage their income; schools return to teaching budgets, community colleges offer classes on how to save/spend affordably; more teaching from pulpits on scriptural money management principles; people would take some of these poorest cities and pray for them for a month or year; of the 10 poorest cities 4 legalized cannabis distribution in all forms; for the city councils to see the correlation to poverty and use of it; find alternative ways to build their economy and income.

  • Cannabis: In San Bernardino County, 6 cities allow retail of cannabis; 18 cities prohibit retail; 4 cities allow distribution; 20 cities prohibit it; 5 cities allow manufacturing, cultivating & testing and 19 cities prohibit all three.  The 3 cities that allow for all aspects are Adelanto, Barstow & Needles.  Colton allows manufacturing & Testing only. San Bernardino city allows retail and limits distribution, manufacturing, cultivating & testing. Hesperia allows only retail for medical use only. Fontana limits the retail by storefront & delivery. Seven percent of CA population have a marijuana use disorder; 17.1% have a substance abuse disorder.

  • In 2024 latest statistics, California had 9,028 drug overdose deaths, 61% were from opioid.   Let’s pray for a continued decrease in the deaths/prescriptions and for those SBC cities who allow cannabis distribution to consider the effects cannabis has in their community and county.

  • Prayer points: more education on risks/harms of MJ use; drug enforcement agencies able to crack down on illegal distribution of drugs esp. fentanyl, more people voice their opinions against drugs at city hall meetings boldness and courage to believers to speak up, more informed with data to prove the problems, prevention programs in churches, education in Christian schools about harms, more education on opioid addictions/risks, awaken people to the truth and set them free from the addictions, transformed lives by the gospel.

  • Last year San Bernardino County had 6,404 DUI crashes considered a high-risk county; held the 5th position for most number of DUI crashes. Male drivers account for 75%; 21-34 year olds account for 50%  of DUI fatalities There were 406 DUI fatalities.  Excessive Drinking - By age alcohol use past month: 12-17 [6%]; 18-25 [45%]; 26+ [50%]; Binged alcohol past month: 12-17 [4%]; 18-25 [28% ]; 26+ [21% ]; drank alcohol 1-2x/week: 12-17 [47% ]; 18-25 [45% ]; 26% [49% ]

  • Prayer points: more education about dangers & health risks of binge drinking; harder rules in colleges specifically CSUSB; Loma Linda University; Chaffey Community college; Victor Valley Community college; University of Redlands, tough love documentaries about DUI fatalities, victims injured to speak up or who lost a loved one; more on social media about it; less DUI fatalities; more law enforcement car checks; the freeway marquis to post about not drinking; that there is no tolerance when caught; MADD speaks to schools; more celebrate recovery groups open to the public

  • About City: Fontana ranked Ranks 137/180 most sinful cities overall improved from 134; 163/180 for anger/hatred improved from 154 last year; Overall crime grade is C-; violent crime C-; property crime D; other crime A-; top issues theft 14%

  • Prayer points: drug crimes in Fontana decrease, crime grade improves, those selling, marketing, making and distributing the drugs be caught, sentences harsh enough to cause restraint of future crimes, confusion in the camps of gangs & cartel, South Fontana and Mexican Mafia prison gang La Eme decrease in size & power, Fontana Police Department ethical, just, wise and captures criminals, give them seeing eyes, motivated by law & justice not vengeance, balanced lives with family & work, integrity, more preventive programs, churches pray & help

  • About City:  Rancho Cucamonga ranks 131/180 cities overall it improve by one from last year and went from 139 to 142/180 for anger/hatred; crime grade overall C-; violent crime C; property D other B+; top issues theft at 13% and vehicle theft at >5%.

  • Prayer Points: the truth of God’s word penetrates the hearts of those planning crimes, set free from sexual, drug and alcohol addictions, more firearms caught in Operation Rescue; more task force finds, decrease in property and vehicle theft, strong convictions and sentences that puts a fear in criminals, punishment worthy of the crime, reformation in prisons, churches/ministries pray for prisoners and have programs to help juveniles not become criminals, conflict management classes taught in prisons and schools, In RC: West Valley Detention Center, Superior Courthouse of CA in RC, judges, defense lawyers & prosecutors.
